Petar Mišura

Director
Institute for Spatial Planning of Šibenik-Knin County

My first position after volunteering at an IT company was at the Croatian Bureau of Statistics, followed by shorter engagements at Jadranska Banka and Hrvatski Telekom. During my seven-year career there, I worked first in accounting and reporting, later on the implementation of the SAP system, and completed additional training in project management.

In 2011, I was appointed Head of the newly established Department of Economy, Entrepreneurship and Development of the City of Šibenik, where I have worked ever since—first as Deputy Head (2013–2018), then Acting Head (2018), and from 2019 again as Head of Department.

With the establishment of this department, I launched a wave of applications for pre-accession funds, and later, after Croatia joined the EU, for structural funds. Alongside building up the department, which has since become a key driver of the city’s development, I also worked as a project manager, leading numerous EU-funded projects including Intermodal, JEWEL, Curioseaty, RetaiLink, SHARE, STEP-UP, KAIROS, the Croatian Coral Centre on Zlarin, the Revitalization of St. John’s Fortress, the Center for New Technologies and Entrepreneurship – Trokut, SIRM, and SUPERB. I have also been involved in major initiatives such as energy renovation of cultural institutions (the Theatre, City Museum, and City Library), Croatia’s largest school renovation project (Petar Krešimir IV Primary School), the RASTEM project promoting STEM education, the Urban Agenda for Sustainable Tourism, solar power plant development, and the creation of a green coastal corridor in Šibenik. I also took part in the restoration of Šibenik’s three fortresses: St. Michael’s, St. John’s, and Barone.

Independently, I prepared, applied for, and managed the largest city project to date: Integrated Mobility of the City of Šibenik, with City Parking Ltd. as the applicant and the City of Šibenik as a partner. This project financed the Poljana garage, the purchase of 11 low-floor buses, and a comprehensive study on the organization and integration of public transport in Šibenik.

The Department of Economy, Entrepreneurship and Development is responsible for Šibenik’s strategic planning, delivering a wide range of strategic documents. These include the Urban Development Plan for the revitalization of the old town core (JEWEL), the Sustainable Tourism Action Plan (SHARE), a retail development strategy (RetaiLink), and strategic cultural heritage management documents within major fortress revitalization projects. I also led the process of drafting and adopting the Šibenik Urban Area Strategy, a key document enabling the city to access the ITU mechanism, securing €17 million in non-repayable EU funds. In addition, I contributed to territorial strategies such as the Šibenik Sustainability and Capacity Study, the Urban Mobility Plan, and the Public Transport Organization and Integration Study.

By combining expertise in economics and project management gained in the private sector with the needs of the public sector—often operating with limited resources—I have successfully delivered projects worth €70 million, recognized for their strategic approach, sustainability, and stakeholder participation.

Over the years, I have also held various roles, including City and County Councillor, President of the Šibenik Tourist Board, Chair of the Urban Area Partnership Council, and member of the Supervisory Board of Končar.

Continuing my work in strategic planning, on March 10, 2025, I was appointed Director of the Institute for Spatial Planning of Šibenik-Knin County.
