Mr. Željko Uhlir is the State Secretary at the Ministry of Physical Planning, Construction and State Assets of the Republic of Croatia. He graduated in civil engineering and obtained a master’s degree in economics, specializing in organization and management. Throughout his career, he has held numerous senior positions – including Deputy Minister, Director of the Real Estate Agency (APN), and Head of the Office for Asset Management of the City of Zagreb. He also gained experience in the private sector as an investment director and as a project engineer in Croatia and Germany. With extensive expertise in project management, he lectures at higher education institutions and is actively involved in professional associations in the fields of construction, project management, and mediation.
