The European Union is facing an urgent challenge in ensuring access to adequate and affordable housing, with Croatia among the countries where demand for affordable homes continues to outpace supply. Addressing this issue requires innovative financing solutions and closer cooperation between public authorities, international financial institutions (IFIs), and commercial banks. This panel will examine how different sources of capital can be combined to deliver sustainable and affordable solutions. From the public sector side, the panel will outline Croatia’s policy framework and national priorities. Drawing on the experience of IFIs such as the European Bank for Reconstruction and Development (EBRD) and the Council of Europe Development Bank (CEB), the discussion will highlight financial instruments and risk-sharing mechanisms that can support the development of affordable housing. Finally, the commercial banking perspective will explore opportunities to mobilise private capital for long-term housing investments. The conversation will emphasise the importance of partnerships and blended finance in bridging the gap between social needs and market realities.
