Samir is a Senior Technical Advisor at the Council of Europe Development Bank (CEB), where he oversees the portfolio of housing and urban development projects across the Bank’s forty-three member states. Samir is an engineer with nearly 30 years of experience in sustainable social infrastructure projects. Prior to joining CEB, he worked at Arup, a global multidisciplinary engineering consultancy, where he delivered prestigious and innovative engineering projects in Europe, the USA and Asia.

Samir takes a holistic approach to projects, integrating policy, financing, technical, social, and environmental considerations with implementation strategies to advance sustainability and maximise social return on investment. At the CEB, his work involves the preparation, appraisal, and technical monitoring of loan- and grant-financed projects. He provides technical expertise and advises CEB decision-makers on the quality and risks of proposed investments.

Samir holds a Master’s degree in Engineering from Cornell University (USA), and is a registered Chartered Engineer in Ireland and a Professional Engineer in the USA.
